I don't typically mind emissions rules. But preventing people from using newer cleaner powerplants makes no sense. My car passed nj emission standards (when we had them for 95 and older cars) with no cats and a terminator swap.

If you get the VIN off the donor vehicle or one identical to it that will help the referee guide you and then tech the car when you bring it to them.
I've already tried but moved back to calif due to work. The money was better in California, plus the wife wasn't happy in Texas.Take the 15-20 grand you'll spend on the swap and move to a more 'car friendly' state.
If that is not an option, I'd contact a referee like was suggested.

What goes on in Cali could easily happen in any state so I'm all for the EPA to be stripped down. Nothing about politics. Oh you can still swap an engine, you just don't want toIt still blows my mind. I grew up in SoCal. In HS, I drove a 58 Chevy pickup truck with a 68 Vette 327 and wheels. Straight pipes, 3 on the tree, passenger door roped closed, primer grey, and at least two people riding in the open truck bed all smoking what looked like cigarettes at 90+ mph.
