Crank but no start BUT no power to gauges

I am stumped. 1987 Mustang GT. It has been sitting for about 8 months. Supposedly ran and drove great with zero issues before being parked. I put a new battery in it and it will crank and tries to start but will not start. It's getting fuel to the Schrader valve near the distributor.

I had a locksmith come out today and make a new ignition and door key since the previous owner lost them. When you turn the ignition key forward none of the cluster functions work. You can faintly hear the key chime going off but no other indicators, lights, gauges Etc work. The tach moves when you crank it in the fuel gauge seems to be registering but nothing else is working.

The radio does not turn on and none of the power windows work but everything else on the car works as far as turn signals, headlights, door locks, lumbar on the seats, the fuel door release works the power convertible top works the horn works.

Could a bad ignition switch do this?

Ignition switch can definitely do that but start with the check list.

Fuel pump wiring. Location of the relay is under the driver seat. You need to verify that the ECU is sending a ground to the fuel pump relay as well as the relay is getting power from the EXU relay.

A quick test to verify the fuel pump wiring is good is to use the test port jumper. If that runs tje pump, you know the relay and pump are good and the ECU’s function of grounding the FP relay is not working. Good luck.
