Cut coil springs question- can they move?

Talking to a vendor on the phone mentioned that a friend had cut the coils and they moved off the perch and cut into the front tire.

Is this a likely possibility?

not possible, the shock is in the center and the spring will not move far enough to contact the tire. Mine have 1 coil cut and the top will tip out when i unload the suspension

Very unlikely, but possible. You've got to cut a lot and they tend to move at the top, not the bottom.

In the 70's I had a mustang that I had cut quite a bit off some 620 springs. It was a simple matter to rig some cable to keep the suspension from opening too much if a wheel came off the ground. This was handy when jacking the car up and not having the springs flopping around.
