degrees twhy does my car run better at 20 timing than 10 ? bad tps?

i have a 91 gt automatic. it is stock and sounds and runs good. i get one check engine code and that is code 63 which says low reading at tps sensor. when set to 10 degrees i cant step on it with out it bogging out. no power no kickdown. i put it to 20 degrees and it runs a lot better. can this all be because of a bad tps sensor / code 63? or is something else wrong with my car that causes it to not be able to run at 10 degrees.
