Do SVO heads come assembled?

I just talked to someone at a local shop who's under the impression that they don't come with any valvetrain components but Ford Racing's catalog makes mention of larger intake and exhaust valves. Do I have to buy those separately?

If they do come with valves and springs would I have to change anything to use a higher-lift/duration cam such as a VT Stage II?

You can buy a whole PI top end swap kit for less than the cost of 2 FRPP SVO heads and the head swap kit and all the asscociated small bits. Skip the SVO heads and buy the PI swap kit. It'll be the same ammount of labor with better results.

Parkway Ford (for example) has the kit for like $1320 delivered and it comes with everything you need.
 
That's what I'll do then. I was leaning toward SVO heads/blower because of the compression ratio but it seems much cheaper to build a N/A monster w/ PnP PI heads/intake, VT or Comp cams and LT headers.
 
The PI head comes bare or with valve train and camshafts installed. You can choose which you want.

Set with valves, camshaft
