So my 2.3 l auto to stick conversion has run for several weeks.

At first it had the surging idle. I cleaned the idle air valve.

Since a few days later it seems to have quit stalling when letting of the gas and coming to a stop in neutral and coming to a stable idle.

Is this the EEC learning new habits?

No. Most of the sensors typically send the computer signals in a range of 0-5v with some going to 12v. The computer either "sees" the input or it doesn't. It doesn't have the logic functions as far as I know.
