I noticed that my driver side lowbeam didnt work but the high beem did.....so i went and got a new bulb and it still no low beam.....just to make sure i took the bulb from the side that for sure worked and the low beam still didnt work. Just the high.....so, i got a voltmeter and checked to see if i had and power while the lights were on, 10.8V on the driver side 11.4V on the passenger side. What could cause the lowbeam not to work if im getting power???? Keep in mind when i switch to high beam it turns on.

Look at the plug that goes onto the terminals of the bulb. Does it look OK? Has one of the metal terminals maybe moved out of place?

i would say the harness is shorting out. either try and repair the current harness, or just replace it.
and theres nothing on the connection stopping the bulb from seating properly?

Are you using aftermarket lights that need more power than stock? I have seen cases where the extra current overheats the connection creating a weak/no connection. Sometimes you can wiggle it just right and it will work.
Look for evidence of overheating on the pigtail.
