Drum brake star wheel tab not sitting properly

Hi All,
I'm reviving an 88 5.0 that has been sitting for 10 years. First thing I noticed was the left rear drums were seized up. I opened them up and all the hardware was rusted, so I replaced hardware on both sides. Everything looks good on the right, but the star wheel tab on the left is not sitting properly on the star wheel teeth. It is too low and won't stop the star wheel from going backwards. What could cause this?

Also, there are a few parts left over from the hardware kits. If you can help me identify them that would be a great help.

Something about the brake shoes does not look correct. Can't be positive but they look to be the incorrect set. The horseshoe looking clips are to hold the e-brake cam onto the shoe. More specifically when you put the stud through the shoe this clip goes around it and you close the ends with pliers. The washer I am totally sure about but believe it is a shim to go under the horseshoe clips to keep the e-brake cam tight to the shoe to prevent binding. Just a note also, the brake hardware kits are usually side specific. Possible it could be on incorrect side.

Said tab is backwards, and belongs on the other side.

Correct, they appear to be backwards....

When you do drum brakes, do one side at a time so you can compare things if you need to.

Backwards

Hi all,
Is it just the tab that looks backwards, or the star wheel and cable as well? It would surprise me if it was backwards, as everything fits correctly on the right side.

I found this image elsewhere. To me it looks the same as my arrangement (mines left side, this image is right side). It's just that my tab is not sitting properly. If you can point out a difference between the two that could help.
