ecc relay power question

still trying to figure out why my fuel pump wont come on, im thinking my new ecc relay is shot but i checked the plug for power and heres what i got:
there are 4 slots, 1 has constant 12 volts, and one has 12 volts when key is on. the one with constant power is #4 when looking at the actual relay, and the one thats on with the key is #2. so the last one is #3 and its supposed to have 12v and be tied in with the fp relay, but it has no power. so im wondering if anyone knows if there is a fuse link that could have broken this circuit. i cant figure out where exactly it gets it power from, but according to the diagram its connected with several solenoids and ends at the ecc.

the 4th terminal has nothing, neither does the second(the one connected with the red wire that powers the injectors/fuel pump etc). i dont understand why there kis no power to that one unless the relay switch is busted and thats how it gets power.
 
if you look at the relay itself it is the last plug on the row with 3. i spliced in a power line to power the fp relay so the pump primes fine, but the injectors arent firing. i may have a leak somewhere in the fuel system because i hear air when i prim the pump. i need to get a pressure gauge cause the tire gauge i used didnt show anything, but theres definetly pressure now, found that out the hard way.
