emission heads causing problem for tri-y install

I have a 66 fastback with a 289. The car originally had the old emissins but it was taken off and plugged with bolts on one side and looks like just broke off the other side. I'm trying to put on a set of tri-y headers but the bolts are getting in the way. Did any of you guys have emissions and what did you do to put headers on the car?

what kind of plugs and where do i get them from. i wish it was that simple. i went to the machine shop and they said they did not know where to get a plug that will be flush and have reg. thread not tapered.
 
ok....if the bolts are in there and have the holes plugged....get a die grinder and a cutting wheel and cut them off...then grind them down. THe holes will be plugged still and wont interfere with your header clearance. If you can get the bolt out, you should be able to take it to any mom and pop bolt shop and they will have an allen-headed threaded plug for your heads. Dont trust everything the machine shop says.
