Emissions and Smog Pump Question

I took my smog pump off of my car about 2 years ago in working order and now it has been sitting around and I recently had to put it back on but I noticed it is not spinning. I haven't taken it apart yet but do you have any ideas of what it may be?

Also does anyone go through emissions with a trickflow H/C/I and pass with a good margin? I know the setup is supposed to be street legal but I am a little hesitant. At the time of the test I will have all my smog equipment on the car.

Also I have 24# injectors. Will it be smart to let the car use the stock tune and bump the timing back a few degrees? I don't know how good my own modified tune is and want to make sure I pass.
 
i don't have the mods you have but you can pull the spout and then drive to the test. the spout prevents the timing from advancing thus lowering emissions. your car WILL run badly until you reconnect the spout. mine wouldn't tach over 4000 rpm's. but it did really lower the emissions
 
Some setup that aren't street legal have passed with working cats, smog pump, clean MAF sensor, and good O2s. If you do regular oil changes and maintain the car well with tune-ups and the like, that should about do it.

Take any one of the parts above out of the equation due to working poorly or missing altogether and passing the sniffer might not go well at all.

Since I started using Seafoam a couple years ago, my emissions numbers have improved a lot (but I've always been in the clear).
