Emissions help

Okay I have taken my n/a stang down to the local emissions testing site now for the second time and failed. The first time I failed and gave it the standard tune up. You know plugs, wires, cap, rotor, and air filter. I used some carb cleaner in a tank ran that through, and then filled the tank up with premium. Drove on the freeway got the car warmed up and ready to go. Now both times my hydro carbons at rpm were just on the money. Where I failed was at idle both times my hydro carbons were through the roof! I had a 1200 the first time. Then a 1300 the next. My test results were worse the second time around after the tune up. The only thing I can really think of right now is timing or vacum leak? I am open to any suggestions cause the normal cure is not working for this car.

O2 sensor, if I can get my car to pass in Spokane running like it is in my signature with no emissions stuff at all that n/a should not be too hard to get to pass.

You ran premium in an n/a? That makes the car run worse.

Run *14 timing and if you can keep the fan off, let the car run on the hot
side. Also if you can change your oil right before you go. It could be
contaminated with fuel if your rings are worn.
