Engine "floats" too long?...

Hey I have a question about my 3.8l 01 mustang. Whenever I push in the clutch (or move to neutral, either way) the engine hovers at that same rpm for a couple seconds before it SLOWLY goes down to idle. Is this normal? Is there some sort of throttle control that causes it to close very slowly like a dashpot or maybe a sensor problem could anyone help me out? It is a longer slower return to idle than any car i've ever driven. Shifting into 5th is becoming difficult unless I double clutch it
 
Make sure your idle air control (IAC) valve is clean, or is not defective, and if so consider using a "IAC restrictor plate". I don't know exactly how to configure one for the 3.8L engine, but I use one on my 5-speed and the difference between having it installed and not having it in place is night and day as far as eliminating the hanging idle issue.
