bad inertia switch? does the switch cut off fuel supply?
Not sure if this has been mentioned.....but i had this exact issue on a 1988 lincoln mark vii and my 1995 mustang......its usually the ignition module every time. On the 94/95 cars the module isnt on the distributor....its on the front of the passenger side shock tower. remove the intake to access it. They look like the 87-93 unit but are different....and theres a difference between the module for autos and manuals....get an after market performance one.

A couple of little clarifications. When he says intake, that means inlet (as opposed to the air plenum or intake).
Auto vs manual TFI's doesnt apply to 94-95's, and it's an incorrect listing at many parts stores for aero foxes. Ford used Push-start and CCD TFI's. They were generational, not particular to a trans type (namely, CCD limits dwell to allow the coil last longer).
