Fox Lake Racing or Total Engine Airflow

I am currently saving for a heads/cam package. I have found the two companies that I want to use. Neither of them offer full details on their heads, they use vague terms like "competition valve seats" and such. Which would you choose if you were to do this mod? Also, I was wanting to get them assembled with either comp cams XE274s or 278s. Are the 278s not streetable? Will they pass emissions? I am registered Illinois
 
i priced out a heads from fox lake completely assembled for somewhere in the region of 2K and i would have had to give them my old heads as a core charge. i went with patriot performance heads, that flow a whopping 5 cfm less and they only cost $1295 including shipping, with no core charge. they come with ss valves, 5 angle valve job, bronze valve guide sleeves, etc.. same as fox lake for a lot less. they will give you a cam package for another $400, which still saves you roughly 500-600.
