I am going to carb and going with a rci fuel cell. Does it need to have foam insert or does it make a big difference not to have the foam?

As long as you stay with gas, and not alcohol, get the foam. It will prevent sloshing in sharp turns, and during launchs. It also reduces airation of the gas.
