Fuel Line Part F1ZE-AA (940428A) What is it?

I have a 1994 3.8 Mustang. The nylon fuel lines under the hood on the passenger side of the vehicle have a chrome apparatus in one of the nylon fuel lines. I have contacted the local ford dealer which at this point can not identify the part. Taurus forums also mention the part for 1994-1995 however it hasn't been identified there either. I found the lines listed for sale on e-bay if you can't see the pic there contact me I have the pic saved.

It appears Ford added a dampening device to the fuel supply line when they changed to nylon lines. Apparently the noise from the lines could be heard while sitting in the vehicle. Probably surges in pressure caused the line to bang around a bit when the pump would come on and off. I am speculating the original lines were nylon without the silicone sleeve which insulates the line noise and vibration but I can't confirm this.
