Good welder to start out with?

I'm thinking of buying this MIG welder on CL. It runs on 110 and comes with bottle and cart. The price seems pretty decent. Is this a good starter set to learn and do basic sheet metal and tubing welds? I don't plan on doing frame work or anything, but fabbing things like exhaust pipes would be nice.
