You don't have to wait a year. I went through this with my 95 awhile back. I had to show i spent at least $250 towards making my car smog friendly and if it still did not pass, I got a waiver = emissions exempt sticker. hell find a smog pump, and a stock exhaust to bolt on, a Sat. worth the work to get it to pass. Since it is older than 97 it will only require a visual inspection, so the smog pump can be gutted.
 
Find a ghetto looking gas station or shop and pay them off. Make friends with an inspector or something. Even joining a local car club of some sort would probably get you a connection. Finally, you can also try finding a speed shop or a place that seems to have a lot of nice modified cars that does inspections who may just pass you no questions asked.
 
Thats how i used to get mine done. I brought it to a sketchy place...paid the guy 20 bucks and he passed me. Bring it to a small shop...talk to the guy running it and give him 20 bucks. They will make it happen. Either that or just bring it in...it will fail and drive around with a rejection sticker good for 30 days. Or just throw a catted H pipe on there.
 
here in montgomery county its new i have to be hooked up to a dyno everywhere else is a visual test .. i cant get it inspected untill i have that sticker so it really sucks! i just dont understand the logic here. you buy a car knowing u want to get the exempt sticker why would you have to wait a year what if u had to drive the car i mean it was your only car?shouldnt it be you get the sticker and if you go over your mileage they take it away or something who ever made that law up is so retarded..i am here for 4 more years and my family and i are out of pa. moving to a good state where i can do what i want i might try that bribing bit though

It's only a few hundred bucks.

I never really understood why so many people run offroad exhaust. It's illegal and you are poluting... all for what, like 3hp over a highflow catted one?

Sound, power, I actually don't mind the smell etc... That and when I raced heads up, 3 hp was either a win or a loss in a lot of cases.

I agree a high flow pipe would work well, if not swap the smog stuff on, only takes an afternoon tops, an hour or two with someone who knows what they are doing.

What mileage does your current inspection sticker have on it? It the car wasnt driven 5k since last nspection its exempt.. How far are you from Luzerne county? i can possibly get you the hook up.. Oh fwiw they emision stuff only has to be visible it dosent have to work :) they only check the gascap..
 
i bought the car in jersey it has the jersy tag on it thats why i have to get it inspected to...montgomery county now has the computer test for all cars..my grandfather lives up there around luzerne county its about 1/2 hour from the turnpike from here.
 
does Pa really suck as much as every other state?i just bought a supercharged mustang for a toy to drive on and off during the summer.it has no emmission things on it at all i didnt care i was going to get an emmissions exempt sticker for it.but i go to take it there and they said i have to wait a year to get a exempt sticker...so what am i supposed to do? did i just buy a really expensive paper weight? anyone else have this happen to them?

I'm from Pa. and from what I understand, different shops interpret the rules differently. Keep looking around, try a few more places. Where in Pa are you from. I have 3 vehicles with power adders and have had no problem getting the emmission exempt sticker.
