Help, car idles at 3000 rpm after IAC cleaning and battery reset

My 94GT has had a funny idle as of late. When it I shut down the car, and start it back up again while the car is hot, I notice the idle dips a little lower than usual sometimes, around 500RPM. It only does it when it is hot.

I disconnected the battery, removed the IAC, cleaned it with electric parts cleaner and installed it back on.

I connected the battery and started the car with the IAC unplugged via this article...

The article says to set the idle with the throttle blade set screw until you get it where you want it, then plug the IAC plug back in.

Well, no matter where the throttle blade set screw is, I can't get the thing to idle under 1800RPM.

What is going on here? I can't drive like this...

A few more details

yes I included the gasket and torqued to spec
the vacuum is stable at 18inches

I measured the resistance between the IAC leads and they were 0-ohms (short)

I ran codes and got the following results:

KOEO - 111 system pass

KOER -
332 Insufficient EGR flow detected
411 Cannot control rpm during KOER low rpm check

next thing I will do is measure TPS
 
At this age the IAC seems to really suck on our cars. I am having funny issues with mine killing the car at idle after being hot and shuting it off then back up sometimes. Ill get around eventually to replacing it. For now it still works, lol
