I'd like to give a third option.
A quality H/C/I setup.
The less boost you need the meet your goals, the better the reliability and longevity is going to be.
Unless the ported E7's are some kind of $2500 race port to meet a class, the are still restrictive and are likely little better than the boat anchors they are unported.
While I don't hate the E cam like some do, it's a low 5000rpm cam.
The original edelbrock intake is meh.
I just don't believe in strapping a supercharger onto an engine that has a less than mediocre top end. Pumping boost through a restrictive top end rarely goes well.
And when it doesn't work out, you now have to pull a supercharger or turbo off that top end to fix or replace the mess you have made.
Not everyone has the means or finances for a dart block (if you don't, that should cross the turbo off the list), so imo you build up the h/c/I then move on to a vortech with the least amount of boost as possible to meet your goal.
I just don't believe in skipping a step (the hci).
Consider some AFR 165's, a custom cam, RPMII intake, 70mm TB (could go bigger, but you will have to port the opening of the intake).
Another note:
When comparing turbo's and superchargers as options, it's not really fair to say 0n3 or vortech.
More like should i get an on3 kit or a powerdyne. It's a much more reasonable comparison, since in base form, they are both going to blow up.
Hellion vs vortech would be more fair.

I hear ya! No plans for mega boost. Very conservative. I will likely upgrade my heads and such this winter when I pull the engine to detail and paint the engine bay. Your points are valid and I don’t have lofty goals.
This guy is long-winded, and would prefer his videos be 1/3 the length they are, but it's still interesting to follow. He's done several turbo cars, including a 363 and another 351, at least one of which went into the 9s. Here, he's having fun with the stock long block + valve springs + head studs. Tuned on Quarterhorse + BE.
I think that's pretty badass, considering the stock long block. I'd still do it with another kit, but just goes to show what a basic turbo car can do. It basically doubled the power of a stocker. Keep the stock cam, throw on cheap basic heads and a half-decent intake, keep the stock cam and max the block at 13psi. On my GT40X/GT40/Stock cam, I made the numbers you'd expect ~420 rwhp 9.5-ish psi.
