pull the codes and repost results.when was your last tune up and what did you replace???..you can also clean the maf and other things listed in this link http://www.muscularmustangs.com/maintain.php if none of this helps i would think the pip sensor in the distributor would be your problem...easiest fix for that is to buy a reman dist. from autozone for about $100 but i would rule out all the freebees first...

Do you still have the dashpot function in the computer (I'm not sure if the PMS can remove it)? Is the VSS hooked up?

The Dashpot function is what keeps the RPM's up a little inbetween shifts and while decelerating. When the throttle is closed while moving, the IAC opens to keep the RPMs from falling too fast and keep the car from possibly stalling.
Some self-tuners turn it off (but often set their idle above that of the stock-programmed commanded-idle). In a similar fashion, if you had a VSS code (the VSS is imperative to dashpot function) that would be a place to look.
The VSS is the vehicle speed sensor.

well the pms is supposed to show all the codes in the computer even the ones that don't trip the check engine light. i don't want to jump the connector for fear of messin up the pms

I can respect that. It just would have been a real obvious place to start if either had been true.

Cleaning the IAC as Bill originally mentioned is not a bad place to start.

Good luck.

You haven't touched the idle screw have you? How's TPS voltage? Does the car idle fine, any misfiring?

the idle screw is broke off so no i haven't touched it. its the end with the head that is broke. i don't know the tps vo;tage. and the car surges and the goes good, surges, goes good, etc. the car has a e cam so detecting a misfire is impossible for me.
