How tight should the fuel injector be in the rail?

I re-did the O-rings and pintle caps on all my injectors yesterday, and they're still leaking.
Within the first 20 sec. of turning on the car, there are little puddles of fuel by at LEAST #1 and #6, starting with the top of the injector being wet, then the sides, then the puddles form.
You can't SEE it spray, but it's obviously leaking from somewhere.
So, is there such a thing as the rail being too loose? When I put them in, there was a little play, but they were all the way in. Are they supposed to be snug and tight with no play, or a little "wiggly"?
I'm thinking about going and buying rebuild kits for the Explorer injectors I have for the Explorer injectors and doing those, but I really don't want to if it's a waste ofmy time because my fuel rail is crap...

SO you're saying the 2 leaky injectors are junk?
Should swapping in the Explorer injectors slove my problem?

VOILA!!
I swapped in the two Explorer injectors and TA-DA!! NO more LEAK!!
It only took me 1 hr this time, too!!!

I'm happy......
