Paint and Body How To Handle Rust?

There are a few spots under my finders that are showing "surface rust". A few are around weld spots for the door hinges. I want to get this addressed to prevent any future damage. Any suggestions as to how to treat these areas?

First off, pull your fenders off. Then post a few specific area pictures for us.

No matter how bad it is I can get you going on the repair. It's really hard to say from those pictures though.
