Hey, I am just having fun with you. It's funny how two people can read the same thing and come to completely different conclusion.
The thing is, though, the feds make these rules and the states just ditto the feds. When it comes to lights, there are tons of statements about heights, distances, brightness etc...and even colors of lights. This way, the state of PA can not suddenly say that they want headlights to be green instead of white. This way there is uniformity between states.
Wait and see and they will make HID's against the law because they ruin the uniformity of the lighting on the highway. It is important for the driver to be able to look at a car and know at a quick glance the exact aspect of the car. If lights were not uniform, you could not tell this.
