How to raise the idle

Hello After a year of fighting a surgeing idle I finally fixed it, thats the good news. The motor idles a little to low I was wondering how to raise it. I know you cant do it by Raising the idle screw on the throttle body that will increase the tps voltage, can I use the allen screw under that little rubber plug???. It's a stock motor with a 94/95 upper. Thank you for your help......

i have always raised it by the throttle body with no affects on my tps

what is it idling at?
