I've had the H&R SS/Mach I combo for a little over a year and it is great. Can't beat it for the money. Yes, you will need CC plates.

The cc plates are to get a proper wheel alignment when lowering generally more than 1.5 inches. Going with Bulitt, Mach 1, or Pro Kit you will not need them.

Changing springs and shocks/ struts will make dramatic handling improvements. When lowering it is a good idea to also do (a) offset rack bushings to align the steering rack to the new ride height, (b) new spring isolators (you're in there, might as well put some really good new ones in there -- I wish I did), and (c) a lower pinion snubber (most spring sets come with one). These are all very cheap and easy to install.
