I don't know if he's still doing it, but Decipha on Eectuning.org is one of the most well-known guys. I've also read complaints about him, so study up. I think he does tuning on the side and has taken too long or had poor communication with some folks. I bought a couple of quarterhorse parts from him and everything went fine. That site will also probably have other guys willing to provide services. Edit: looks like Decipha posted a thread just below yours in this forum. You should be able to reach out to him here, as well.
If not, come back and we can start working together to figure things out. I've tuned on other systems and even on the EEC IV with a Tweecer a long time ago. I'm about to start on the quarterhorse, soon. I wouldn't charge, but I'm also not a pro. -Chris
