there is a 99' gt 5 speed for sale around my area. there is some hail damage, but nothing a few hundred bucks wont fix, i can get the body work done for cheap and done good. it needs new tires, and the rear window seal needs replaced. he also says that the intake is leaking and the dealership said that the intake needs replaced.
he wants $6800 for the car.

would a dealership be willing to replace the intake for free if it is under the old recall notice?

If it is an intake with the plastic crossover it should be under recall. Best bet is to call the dealer and give them the VIN. They will tell you if it is covered

Why not have the owner take it back NOW and then look into buying it?

The recall is in effect from 7 years from the warranty start date...
