I have run the gambit of the combos your listing.
I ran my bone stock gt40 heads (non-P) with a tmoss ported lower. I could not be any happier with that combo. The ports of the lower and the intake runners on the heads were about a dead match. The thing was really well matched and I bet it would have made more trq. with that stocker than if I put on a gt40 intake at that point. Tmoss's work is well worth it.
I now have those gt40s ported by thumper and an exploder intake ported by Tmoss, BIG thanks to those guys

. Its been a saga getting bugs and such sorted out since they went on a whole new motor from DSS. It runs like a mother though at this point. The work is very good and with a really fast turn around.
I at first did the "buy gt40's" than put money in E7's...
Let me tell you it would have been ALOT cheaper to just get my e7's ported. Remember getting those gt40's you would want to get some cleaning up/rebuilding done before putting them on. That makes the "little bit more" head alot more. Sure you can even say get some used alum. but then again smart good building will put them in a shop getting freshend' up...not so cheap anymore.
If you get the gt40's I would send them to thumper as he will do most of the work a shop would do/charge along with porting for not alot more. I spent around $550 getting the heads tanked, milled, valve-jobbed, springs, and gone over...that is REALLY close to the cost of thumpers work...better bang for the buck is what????guys

. However, porting the e7's will be more power right now...and then when you get tired you dont have the "extra" money in buying the heads. In the end its up to you but with a ported stock lower either stock gt40's or ported e7's are going to be a good combo...not world beater or record holders but FUN. To me that is the key.
