Little gas and the engine stays at 2500rpm...

Sometimes if I give the engine some throttle, it will stay at around 2500rpm and the throttle cable and etc. isn't sticking either. While the engine is sitting at 2500 (foot off gas), the only way to bring it back down is to turn off and on the ignition real quick and the engine goes back to idle.

It will also idle a little rough like move from 700 to 900 up and down like something isn't reading right. Any ideas to what the problem may be?

Yeah my idle would stay consistantly at 1500 - 1700 RPMS so I made a custom spacer yesterday between the IAC and throttle assembly yesterday and now she idles rock steady at 750. Eventually going to have to buy the new IAC but for now its a lot better then taking my foot off the clutch and having the RPMs go up to 1500.
