looking at a 97 cobra

i have a 2000 mustang gt, but i am looking at a 97 cobra with 24,000 miles on it. the car.s paint is peeling under the drivers door, on the rear bumper its missing a lil like wear, needs new tint, new tires all round, probably original tires, and change a idler pully. they want 8995 but i told them i might be able to do 8500. what do u think any help will be helpful. thy jay
 
i know its not a flood car because its right down the street from my gf's house and we havent been flooded that bad for a verry long time. but im thinkin bout offerin like 8000 or 8500 because i can get the paint fixed 4 like 300 dollars. and i got tires from my 2000 to put on it
 
I am surprised the paint is peeling with 24k on the car, I have 18k on mine and it looks brand new and it is white. Carfax.....

I believe white cars reflect the suns rays better than a darker colored car that would absorb heat etc. My Cobra always feels cooler than my other cars when out in the sun.
