loose pushrods

Well my rockers are very noisy so I'm thinking the roller rockers need to be re torqued. I come to find out that quite a few of the pushrods are able to be rotated by hand, obviously not tight enough. But in tightening them they just won't tighten anymore(unless I use unneccessary force) but the pushrods are still loose. I've heard adding more shims may cure the problem is this true? Currently I am only using one shim under each rocker. Basically I just need to know if adding/ taking away shims will allow me to tighten these rockers all the way?

pull the pushrods out and see it the ends are worn down.my motor wears the pushrods out every few thousand miles because of a worn out motor.if you add shims then the problem would be worse.i tried replacing the rocker arms but it didn't help.
