IT does not add ACTUAL 2-3-4points to the overall octane. So if you add octane booster to lets say 91, you will probably get 91.4 octane. Waste of money.

In fact, the altitude is the reason why the octane ratings are lower accrossed the board. Nobody I've talked that's moved here from sea-level has said anything.
