Need Help Finding a Freinds' Car

Hopefully someone here has been through this or can help in some way. A freind if mine is looking to buy his wife's old Mustang back. His wife's grandmother bought it new, then handed it down to his wife on her 16th B-day. In a moment of weakness, they sold it a few years ago. It's been resold at least once and he thinks it's still in the same town he used to live, but doesn't know how to find the current owner. It's a '67 coupe, so it's not super rare, but the car has a lot of sentimental value and he'd love to buy it back to give to his wife. He knows the license number, but not the VIN. Any ideas on how to track it down?

with a plate# and the year it was on those plates, the registry should be able to give you the new owner if it is still in the state.
