So is that a rust patina on top with a hard line, or is one or both of them rubber? Can you tell where the line goes to?

As the valve closes at full throttle, the myth of more power is busted.

I stand corrected on that NOT being the EGR valve

Running spent gas thru is a power loss end of story
Lower combustion temps is a power loss as well

Granted the EGR does not flow at WOT

But recirculation only happens at cruise/part throttle, not full throttle.
Again, it does not recirculate gasses at full throttle, so there is no max power loss.

As far power loss at cruising speed, the computer leans it out to mix with the recirculated exhaust gas for less pinging and less retarding of timing. The difference is not measureable with a seat of the pants meter. But as they tune for it at the factory, I believe reports of better running at partial throttle when the EGR functions as intended.
