Need Help With Throttle Body

I am back!

This time I have a 70mm BBK throttle body..
When I step on the gas my car stays at 2rpm for 10 seconds then goes back to 1rpm. I tried to adjust it but no matter what I do, it idles very high or low to the point where the car is about to shut off and it still stays at 2 rpm for 10 seconds.
Is this normal?
By the way..
Is there anyone here in the Bay Area or Sacramento area?

so no matter how hard you press the accelerator it stays at the same engine speed? of so check for an air leak.... or is this strictly at idle or what? i cant understand the problem 100%
