I think i remember someone telling me any car newer than 95 needs to pass emissions now. Does anyone know whats included? I'm looking to buy a car with cats, but they are hollowed out. If its just visual, i'm good, but i don't think it will pass the sniffer. Is there anywhere in NY where i dont need emissions at all?

i heard they were supposed to start the sniffer state wide but not 100% sure with that. 96+ they plug into the OBDII port and check for any codes, any check engine light is an automatic failure.
i think so but they sell mill eliminators (use them inplace of your rear O2 sensors) http://www.mustangtuning.com/stmilel.html
