Odd hesitation 95 gt

My 95 mustang started hesitating and jurking whenever i get about at 2000rpm in all gears.
It started about 2 weeks ago but may have been longer considering it hadn't been "ran" much just slow speeds to work.
Ive changed plugs, wires, destributer cap/ rotor, vacuum hoses, ignition coil, and have ran seafoam in it and cleaned the MAF.
Im amazed it ran at all because everything i changed was super overdo but ive hit a roadblock. Because the car sounds and feels good at really low rpm but wont go over 2000rpms, even though i can pull a hill in 5th. Please help.

Go to the surging idle checklist, there you'll find a reference to the tps, using the instructions for probing the tps and check the sweep, open the throttle blade slowly checking for a dead spot, the numbers will increase, if there is a dead spot it will bounce to a lower number, then back up, this will cause the bucking.
