Outer wheel housing

I cut a chunk of the rot out of the outer and started fitting the re-pop piece. It doesn't appear to fit anywhere near correct, for starters it has a flange that I suppose is meant to mirror the lip on the quarter. Problem is that doesn't make sense since the bottom of the wheel house should be the better part of two inches away from the wheel opening. It looks like I'll have to cut the flange off and spot weld the housing to the qtr?

Any idas on what is going on here? Here it is held in place, the flange makes no sense.

Well I may have figured it out, I was trying to fit it like it was stock, the bottom of it being about 2" away from the wheel opening and at 90 degrees from the quarter. I got the wheel house flange to line up quite well with the wheel opening on the quarter but the wheel house is about 1/2" away from the wheel opening and running on an angle to about 2" away. As long as it fits and looks right from inside the trunk I can live with it, besides it's a restomod so perfectly stock isn't a concern.
