Parking brake freezing?

My parking brake freezes on cold nights and will only release in the morning if I manually jiggle the parking brake cables around. I'm bringing it in to be fixed in a few days. There is a Ford TSB out for this here and I already had it performed last winter when the same thing was happening. It did fix it for the remainder of last winter however it's back.

My question is this: is there something I can ask the Ford dealer to do (or do myself) to prevent this from happening again after I get it fixed this second time? Thanks!
 
The little rubber seal (looks like an accordian) near the rear brakes at the end of the cable is made of crap rubber and quickly deteriorates. That's where the water gets in. Until Ford starts using better rubber seals forget it.
