Electrical Power Lumbar power feed

I have a 1986 LX 5.0 that had a newer interior installed. I believe it’s from 91-93. The seats have power lumbar, and the PO wired the power straight to the battery, through the boot in the steering column. They did put an online fuse in it, but is there somewhere else I can pull power from? Should it be wired into the fuse block? Also, is it supposed to be constant 12v, or were they wired to work with the key from the factory?
At minimum, I will be removing this wire away from the rotating column until I figure out a better solution!

Thank you!!! Now to find the power feed for the locks. According to this, that power should be feeding both the locks and the lumbar.

Lumbar works, and the locks work (sort of).... but they have juice (actuators not real healthy). The B/W wire by starter solenoid is not hooked to anything, so I’m guessing at some point the circuit breaker was bypassed.
I mis-spoke before when I said there was an in line fuse. It’s actually another type of circuit breaker (pic attached).

I’m looking to get it back to being properly wired, but my first step is definitely disconnecting and re-routing the existing power away from the steering column.
