Pre cat vs. Cat: They both shouldn't rattle right?

Trying to chase down an annoying 2k - 2200 rpm rattle. I got under the car and hit the cats with a hammer, and they were solid. I moved up and hit the pre-cats, and got a rattle very similar to what I was hearing. Are the "pre cats" still cats, they still shouldn't rattle? I'm pretty sure that they should sound just like the regular cats as well. So what exactly is the difference between the pre cats and the cats ?
 
The spot weld on the heat shield is loose or the cat material inside is loose and rattleing around in there. The heat shield is usually what is loose and most of the time will fall off when you hit a large enough bump in the road.
