Well, some were short about 15hp because of the intake/exhaust recall, but 99% of 99 cobra's have had the "fix" just call svt, which is free and they will tell you if your car has had it done. I forget the number, but some actually make more power than a stock 01 because of this fix. So you should dyno around 272, I dynoed at 281 with an xpipe, mufflers, and chip.
