Questions before valve covers go on

I just changed all my valve springs. Before I go ahead and put the covers back on, I want to double check some stuff. When a piston is at TDC and I push down on the rocker arm pushrod side, a little gap develops over the valve stem. Is this normal? Could too much clearence cause loud tapping? Also, even when all the bolts are tightned, the arms can wiggle the littlest bit. This is all when the pistons is on its TDC of commpression (the pushrods are down). Once the pushrod goes up, everything tightens up and wont move. I've never done valvetrain work, and just want to clarify some stuff.
EDIT: The rocker arms are FRPP 1.6 roller rockers, the blue ones.
 
If you have access to an oil pump primer or old distributor that you could use as one, build up some pressure in your engine and see if the gap goes away with the lifters pumped up. If yes, your issue should be resolved. If not, you may need longer pushrods, or have the rocker arms shimmed too much.
