Hi. Does flywheel go on one way on 95 mustang gt?

I know for older mustangs there I offset bolt pattern, just want to make sure it's same for 95 mustang.

And also is stock clutch cable adjustable?

The 302 in your Mustang shares the same flywheel bolt pattern as every other 221/260/289/302/351/400/ windsor/cleveland/ & 351/400 m series engines.
