rear brakes don't stop

I've got a 92 vert with a brake issue the rear brakes won't completely stop the rear wheels. It's got a 5 lug 4 wheel disc conversion with an adjustable prop valve for the rears. 95 spindles with 99 dual piston calipers , 95 booster and master cylinder and 95 single piston calipers. I jacked the rear end of the car up with it in drive with foot on brake and notice the rear wheels turning. The rears bleed fine. Any thoughts ?????

Add more bias to the rear brakes.

Where is the pv set? Unscrew it out all the way and test again.

I've tried setting bias 1 turn at a time ( 8 turns total ) with no bearing on results. Thanks for the replys

Is the factory pv gutted? Does the nut on the front have a black rubber center or is it solid?

So full open on the adjustable pv and the rear brakes don't work? But they bleed okay? Either the pads and rotors are glazed badly or the pistons may be seized. How's the e brake does it hold?
