I am not one for paragraph essays, so I will list my questions. It will help with your answers. No cheating and use a #2 lead pencil.
1. Any recomendations for turbo repair facilities?
2. What is a reasonable price for a seal repair?
3. I have a starting price of 250 for repair, 450 for upgrade to hybrid, are these good?
4. Should I even opt for the hybrid? I want this to be a semi-daily driver to replace my neck snapping 00 Cavalier a few days a week.
5. If I upgrade, do I have to change anything else (plugs, injectors, cpu, etc)?
6. Any ideas/prices of where I can get the stock exhaust replaced with an emissions legal daul setup. I live in Maryland and was at the DMV today. They said the car has to be run on the rollers for the test, no milage waiver available.
 
it depends on what kind of hybrid they are trying to sell you (in regards to getting a "deal). What are the specs?

Do you need upgrades, not really, if you run the same boost, nothing changes. IF you choose to up the boost, then yes...things will inevitably need to change.

Neck snapping cavalier, amusing.
rebuild *kits* ive seen start at about ~150$..ive never really looked into them.

As far as local shops to recomend? dont live anywhere near you ;) Most SVO guys learn how to do most of their own wrenching.

go with the hybrid. it will be worth it.
