Not trying to be a d*** here, but you're actually talking about going to lower gears, not higher. I qualify my statement because I'm certain you know better and it was a mistake. I only make the point so it doesn't cause confusion to anyone who doesn't know the difference.

Your best power gains are going to be made from quality aluminum heads and a corresponding cam that works with the better airflow, absent the addition of a power-adder. Besides the obvious advantages of good quality, aftermarket aluminum heads, there is also a substantial weight savings, which makes quite a difference in these front heavy cars in and of itself. The Explorer heads aren't bad, but they're certainly no AFR's. It really all depends on your budget, which you've failed to state.

I want to live in a world where you get more horsepower from plugs, wires, and airfilter than from a cam! I would probably do my reg maintance more often!

dont be such a sticlker, numerically higher gears i.e lower gears,if you say lower gears then somebody will say the opposite, cant win...if they dont know the difference, they shouldnt be dealing with cars.
