Seat Belt Question...reeled in and stuck

I got some new seat belts from a 91 to put in my 89. When I removed the seat belts, the slack retracted back into it. Now they are stuck and I can't get the belt to pull out, it just locks up.

Anyone got any idea how to get the belts to pull out? I think that they are stuck because so much of the belt retracted and its tight but I don't know how the mechanism works.
 
Seems to me that it can be worth playing with the rear pin switch in the door. It is for locking the seatbelts via the inertia reel.

I would play with that and read up on it for a few mins before ripping stuff apart too far.

These seat belts don't have that pin switch in the door. They are the newer style. I searched the threads and didn't find anything helpful.

The seatbelts are not in the car. I want to install them but they are fully retracted and stuck. I just want to unlock them.
 
If there out of the car just move the locking mechanisms, the same happened last week to my 87 mustang with the belt all the way out.
I had to remove the plastic cover and found that the counterweight fell off and the door cable was out of position.
 
Same thing just happened to me.


I found some nice black seatbelts out of a 1990 in MINT condition. WHen i removed them, they retracted and now they won't come out anymore. They worked in the car as i tested them.
